Who Qualifies? If your business is located in any of the Cities listed above AND any ONE of the following two items:
1) A Certified Minority Business Enterprise (MBE) or Women Business Enterprise (WBE) Any valid certification is acceptable. If you do not have certification, we will accept the certification from the City of Los Angeles Certification Application found at:

2) A Certified Disadvantaged Business Enterprise (DBE).
